Wont my other programs become less responsive and my machine become slower if I leave FaxCenter running all the time?

No.

When just waiting for a call, FaxCenter uses 0.0% of the CPU. FaxCenter will not cause your machine to slow down; you wont even notice it is running. (If you dont believe this, open Process Viewer and see for yourself.)
